Namibia and Angola have signed a Power Purchase Agreement (PPA) and Joint Development Agreement (JDA) to advance the long-awaited Angola–Namibia Interconnector Transmission Line, a project expected to strengthen regional electricity trade and improve energy security.
The agreements, signed in Luanda on 14 April 2026 between NamPower and Angola’s Rede Nacional de Transporte de Electricidade (RNT), mark a major step in implementing the Angola–Namibia Interconnector, also known as the ANNA Project.
Speaking at the signing ceremony, Mines and Energy Minister Modestus Amutse said the milestone reflects growing cooperation between the two countries and signals progress in regional energy integration.
The project will link Angola’s electricity network to Namibia and, further, to the Southern African Power Pool, enabling cross-border power trade and allowing Namibia to access Angola’s surplus generation capacity, particularly from hydro and renewable sources.
Amutse said the interconnector is critical for Namibia, where electricity demand continues to grow, adding that the project will help diversify supply, reduce energy risks, and support long-term economic development.
The minister described the ANNA Project as more than just infrastructure, calling it a strategic instrument that will connect economies, strengthen institutions and improve livelihoods across the region.
Angola, which has significant generation capacity, is expected to benefit by expanding its role as a regional power exporter, while Namibia secures access to more reliable and affordable electricity.
The signing follows high-level engagements between the two countries, including a ministerial visit in March aimed at fast-tracking the agreements and aligning implementation timelines.
Despite the milestone, Amutse cautioned that the focus must now shift to execution, urging all parties to maintain momentum and adhere to agreed timelines to ensure the project’s successful delivery.
The ANNA interconnector forms part of broader regional efforts under the Southern African Development Community to strengthen energy cooperation, improve resilience and support economic growth through shared infrastructure.
