Quantum Leap Energy is seeking environmental approval to establish a pilot-scale chemical processing facility near Walvis Bay, which could eventually be expanded to process uranium material as part of a phased move toward commercial nuclear fuel-cycle activities in Namibia.

The proposed Project Peppermint will initially process molybdenum dioxide into molybdenum hexafluoride using hydro-fluorination and fluorination technologies on Farm 58, an industrial area near Walvis Bay, before potentially progressing through further pilot and demonstration stages towards a full commercial facility.

The project’s significance extends beyond the initial molybdenum operation because Quantum Leap Energy says it could introduce uranium dioxide for processing in later phases. However, uranium processing is explicitly excluded from the environmental assessment currently underway and would require separate environmental approvals.

Environmental Compliance Consultancy has been appointed by Quantum Leap Energy to conduct an environmental and social impact assessment and prepare an environmental and social management plan for the project, according to a background information document dated 4 August 2026.

Quantum Leap Energy is a development-stage nuclear fuels company established as a subsidiary of ASP Isotopes Inc. It is focused on technologies covering critical parts of the nuclear fuel cycle. The company says its objective is to provide secure and reliable supplies of materials required by the nuclear industry.

Project starts with molybdenum.

The first phase is significantly smaller than the commercial operation ultimately contemplated by the company and is intended principally for process development, testing and demonstration of advanced fluorination technologies.

At pilot scale, the facility will process molybdenum dioxide into molybdenum hexafluoride through particle-size reduction, hydro-fluorination, fluorination, off-gas cleaning and desublimation, with the resulting material stored in cylinders.

The facility will initially be permitted to hold maximum inventories of up to 750 kilograms of anhydrous hydrogen fluoride, 12kg of fluorine and 5,000kg of molybdenum dioxide at any one time, together with potassium hydroxide, potassium carbonate and potassium fluoride.

Molybdenum dioxide would arrive at the plant as a solid transported by truck, while hydrogen fluoride would be transported as a liquid in isotainers and fluorine would initially arrive in cylinders.

Quantum Leap Energy, however, intends eventually to install a fluorine cell that would allow fluorine to be produced from hydrogen fluoride directly at the Walvis Bay facility. Materials could enter through the Port of Walvis Bay or be sourced from suppliers within Namibia and neighbouring countries, including South Africa.

The pilot facility is expected to occupy about 5,000 square metres, while Quantum Leap Energy is seeking an overall site of 14 to 18 hectares on Farm 58.

Negotiations over the land are not yet complete, and the document states that the land allocation process and consultations with the Walvis Bay Municipality are still underway. If the Farm 58 application is unsuccessful, the company would consider alternative sites within the Arandis townlands or the wider Arandis Constituency.

Uranium envisaged in later phases

While the current application concerns molybdenum processing, the company’s development sequence points towards a substantially broader nuclear-fuel operation.

Quantum Leap Energy says Project Peppermint will be developed through a phased strategy consisting of the current pilot plant, a second pilot phase, a demonstration phase and ultimately a full commercial phase.

During those later stages, the site could introduce and process uranium dioxide.

The company has, however, separated those ambitions from the present environmental application. The current ESIA covers only the first pilot-scale phase processing molybdenum dioxide into molybdenum hexafluoride, while every subsequent phase would require its own environmental and social impact assessment and potentially involve additional regulatory authorities.

That distinction means the environmental process now underway does not constitute approval for uranium processing at Walvis Bay.

Instead, the initial plant would allow Quantum Leap Energy to develop and demonstrate fluorination technology and generate technical information that could underpin subsequent industrial-scale development.

The company argues the project could support Namibia’s industrialisation and mineral value-addition ambitions by introducing specialised chemical-processing capabilities, transferring technology, developing skills, and building technical expertise in advanced energy industries.

Hazardous chemicals trigger scrutiny

The project will require several regulatory approvals because of the chemicals involved and the nature of the processing operation.

The environmental screening identifies hazardous-substance treatment, handling and storage as one of the activities triggered by the development because the plant will handle anhydrous hydrogen fluoride, fluorine gas and molybdenum dioxide.

The substances would be kept in dedicated processing and storage areas designed according to applicable engineering and safety standards.

Quantum Leap Energy anticipates storing up to 50 tonnes per annum of molybdenum dioxide on the site, representing what the environmental document describes as a worst-case cumulative quantity after approximately 12 to 24 months of operations.

A dedicated scrubber system is planned for the processing plant, while permits will be required for the transport, storage, handling and disposal of hazardous materials and waste.

The environmental assessment also identifies possible occupational and public health risks associated with exposure to hazardous chemicals during their transportation, handling, storage and processing.

Other risks requiring assessment include soil contamination from spills and leakages, hazardous and process waste, wastewater discharges, air-quality impacts, noise and cumulative environmental effects associated with other industrial developments in the area.

At the same time, the assessment identifies potential benefits including employment, skills development, local procurement, use of Namibian contractors and service providers and additional demand for electricity and water.

Farm 58 selected for industrial infrastructure

Quantum Leap Energy selected Farm 58 because of its existing heavy-industrial character and the presence of hazardous chemical processing operations with requirements similar to those envisaged for Project Peppermint.

The company also considers the site’s industrial zoning, road network and access to electricity and water infrastructure advantageous compared with establishing the plant at an undeveloped location.

Electricity is expected to be supplied through an Erongo RED connection, while water infrastructure would connect to the NamWater municipal supply.

Construction would involve earthworks, foundations, process buildings, laboratories, workshops and offices, as well as hazardous chemical and waste storage facilities, internal roads, stormwater infrastructure, and process, electrical, and control equipment.

A wastewater treatment, effluent discharge and disposal licence will also be required under the Water Resources Management Act, including provisions dealing with hazardous effluent.

Environmental approval still pending

Project Peppermint has not yet received its environmental clearance certificate.

The screening stage of the environmental assessment has been completed, while scoping, identification of environmental and social impacts, specialist work where necessary, and stakeholder consultation are still underway.

The process will culminate in draft environmental and social impact and management reports being released for public review before final documents are submitted to the Ministry of Industries, Mines and Energy and the Ministry of Environment, Forestry and Tourism for a decision.

Stakeholders identified for consultation include the Walvis Bay Municipality, Erongo RED, Walvis Bay International Airport, relevant ministries, neighbouring landowners, national parks, and companies already operating or planning developments on Farm 58.

Members of the public and other interested and affected parties have until 28 August 2026 to register and submit comments during the current consultation process.

If ultimately approved, the first Project Peppermint plant would therefore represent the opening stage rather than the end point of Quantum Leap Energy’s plans for Namibia, providing a pilot platform for fluorination technology that the company envisages scaling through further demonstration work towards commercial processing and potentially uranium-related activities.
